Subject: Browse Issues by Relates To with 12 character topics

The Dialog box incorrectly has only 8 characters for the selected Topic.
However the topic can be up to 12 characters long.  Browses for topics
greater then 8 charaters never find a match. 

The include file needing a correction is 
	xscr/pinc/smbrowr.frm

The corrected copy is
	sum smbrowr.frm
	63422 1 smbrowr.frm

	ls -l smbrowr.frm	
	-rw-rw-r--   1 neal     mnop         500 Nov  3 11:35 smbrowr.frm
