Subject: Production Manager with Branched Revisions

The Production Manager Approve module does not work properly with branched
revisions such as 1.5.1.1.   It truncates them, and the Commit logic then 
gets unusable data in the submit.dat file. 

Versions 1.17 of _approve.c corrects this by providing for up to 11 bytes 
of revision data.

Check the file size, which should be:

Place this in $SMGRHOME/bin, then run 
	make _approve
