Subject: Add Support for Adopting existing Sccs files. 

We must confess that someone has noted that the adoption code for bringing
in an existing Sccs file does not really work.  Also, the online help for 
the Mass Add process is missing some commands and fields.

We will also confess that after this update the adoption of Rcs files will be
refused.  The handling of Rcs adoption is mostly implemented, but so far no one
has needed it. If anyone is actually contemplating adopting Rcs files please 
let us know.

And it will start downloading it to you. 

Check the file size, which should be:
rw-rw-r--   1 neal     mnop       21572 Aug 17 11:41 upd10.tar.Z

then climb into the SMGR directory, and unpack it:
	zcat upd10.tar | tar xvf -

and run the recompile script to recompile the system.
