Subject: CHANGES TO TRAP PROCEDURES, MENU, CHECKOUT, PROJECTS, SUBMIT

We have enhanced SMGR as follows:
	
1. A trap procedure exists after category creation.  (trafcadd.i)

2. A trap procedure exists for adding your own menu entries (trmenu.i)

3. The checkout when run directly from the menu now blanks out the prior
revision value to avoid confusion, and no longer allows update of the 
branch field.

4. There is now a file to record which categories of files get submitted
to which projects (and which ranges of revisions) and corresponding 
maintenance code and trigger code in the checkin. 

5. New examples of trigger code exist.
