Subject: CHANGES TO TRAP PROCEDURES

We notice that one of the subordinate programs in the Issue Escalation did
not compile on some sites. 

The program "smescala.p" had some Proto generated code which created a file
to include named "smeesca.fnd".   Our release code did not look for the .fnd
suffix and failed to put in on outgoing media.
